Please circulate the following statement from COFADEH regarding the exhumation of the remains of teacher Ilse Ivania Velazquez tomorrow in Honduras. Concerns for security of human rights defenders supporting this process, and including family members of the deceased, as well as for attention to due process are heightened at this time. PROAH is providing international human rights accompaniment during this process, as part of our ongoing accompaniment commitment to COFADEH. Please be on alert in the event that urgent action is needed.

Favor de circular este comunicado de COFADEH acerca de la exhumación de los restos de la profesora Ilse Ivania Velazquez mañana el 10 de febrero en Honduras. Se preocupa por la seguridad de las y los defensoras/es de derechos humanos apoyando al caso, incluyendo los familiares, y por la atención al debido proceso en este caso. PROAH está proporcionado acompañamiento internacional durante este proceso, como parte de nuestro compromiso de acompañamiento al largo plazo con COFADEH. This Friday the remains of teacher Ilse Ivania Velázquez will be exhumed in Langue

The Committee of the Families of the Detained and Disappeared of Honduras, COFADEH, wishes to inform the public that on the morning of Friday, Feb. 10, 2012 the remains of professor Ilse Ivania Velásquez Rodríguez will be exhumed in the municipal cemetery in Langue, Valle, with the participation of an independent, professional forensic specialist.
The request for the exhumation was submitted to the Ministry of the Attorney General by COFADEH with the consent of the Velásquez Rodríguez family and in coordination with Guatemalan expert Alma Vásquez, with the Foundation for Forensic Anthropology of Guatemala, who has recently arrived in Tegucigalpa.
Ilse Ivania suffered a violent death on March 18, 2011 in the midst of disproportionate repression against teachers which was ordered by Porfirio Lobo Sosa and carried out by the Ministers of Security, Oscar Álvarez, and Defense, Marlon Pascua.
The official defense presented by Álvarez argues that she was run over by a vehicle and that if the victim had been in the classroom, she would not have died.
The request for a forensic examination of the remains of the victim of the repression on March 18th was requested of the Special Prosecutor for Human Rights Office of the Ministry of the Attorney General, with the objective of preventing the closure of the case due to government pressure, demonstrating the impunity that characterizes the system that administers justice in Honduras.
The request by COFADEH also includes investigative actions into the crimes of Homicide, Abuse of Authority, and Breach of the Duties of Public Employees, Inexcusable Negligence and State Terrorism in order to assure the trial and eventual punishment of those responsible for instigating, planning, implementing and covering up acts of repression against the people of Honduras.
The requests were formally presented on April 6, 2011.
We are very aware that the exhumation of the body of professor Velásquez Rodríguez just one year after burial, is a painful event for a family that has been doubly injured. However, together with the family, we have determined to act in service of the greater good; the widespread demand for truth and justice.
In 1981, Ángel Manfredo Velásquez Rodríguez [brother of Ilse Ivania] was disappeared and murdered by members of the of 3-16 death squad; his remains, according to testimonies of his captors, were scattered along the main highway from the center to the north of the country.
Today, we call on the teachers of Honduras and the people of Langue to accompany their neighbors, relatives and friends at this painful moment which, at the same time, upholds the example of a valiant woman who struggled with clarity and strength for her rights and for the rights of all teachers who suffer the criminalization and prejudice of a neoliberal elite that attacks with police and military force.

El Comité de Familiares de Detenidos Desaparecidos en Honduras, COFADEH, informa a la opinión pública que este viernes 10 de febrero por la mañana será exhumado el cadáver de la profesora Ilse Ivania Velásquez Rodríguez en el cementerio municipal de Langue, Valle, con participación de una profesional forense independiente.
La exhumación fue solicitada al Ministerio Público por este Comité, en acuerdo con la familia Velásquez Rodríguez, y en coordinación con la experta guatemalteca Alma Vásquez, de la Fundación de Antropología Forense de Guatemala, quien arribó a Tegucigalpa en las últimas horas.
Ilse Ivania murió en forma violenta el 18 de marzo de 2011 en medio de una desproporcionada represión contra el magisterio ordenada por el señor Porfirio Lobo Sosa y ejecutada por los ministros de seguridad Oscar Álvarez y de Defensa, Marlon Pascua.
La defensa oficial esgrimida por Álvarez sostiene que fue un atropellamiento por particulares y que si la víctima hubiera estado en su aula de clases no habría muerto.
El peritaje de los restos de la víctima del 18 de marzo fue solicitado a la Fiscalía de Derechos Humanos, del Ministerio Público, con el propósito de impedir el cierre del expediente bajo presiones oficiales coherentes con la lógica de impunidad que caracteriza el sistema de administración de justicia de Honduras.
Adicionalmente, la solicitud incluye acciones de investigación de los delitos de Homicidio, Abuso de Autoridad, Violación a los Deberes de los Funcionarios, Negligencia Inexcusable y Terrorismo de Estado, para asegurar el procesamiento y eventual sanción de quienes resultaren responsables de instigar, planificar, implementar y encubrir la represión contra el pueblo hondureño.
Los pedidos fueron presentados formalmente desde el 06 de abril de 2011.
No ignoramos que la exhumación del cadáver de la profesora Velásquez Rodríguez a casi un año de su sepelio es un acto doloroso para una familia doblemente golpeada, pero junto a ella hemos valorado como interés superior la demanda general de verdad y justicia.
En 1981 Ángel Manfredo Velásquez Rodríguez [hermano de Ilse Ivania] fue desaparecido y asesinado por miembros del Batallón de la Muerte, 3-16; sus restos, de acuerdo a testimonios de sus captores, fueron esparcidos del centro al norte del país por la carretera central.
Hoy hacemos un llamado al magisterio hondureño y al pueblo de Langue para que acompañen a sus vecinos, parientes y amigas en este momento doloroso, que sin embargo revive el ejemplo de una mujer valiente, que luchó con claridad y firmeza por sus derechos y los de su gremio que sufre la criminalización y el prejuicio de una elite neoliberal que ataca con fuerza policial y militar
